THE NUMERIC RULES URA ENFORCES ON A PANEL SUBMISSION (SLD & Load Calculation Guideline 2023)
- Connected load must not exceed 80% of the incomer trip rating.
- Busbar rating must be at least 125% of the incomer.
- CT primary rating must not exceed the trip rating.
- Four-pole breakers are required wherever there is more than one source.
- Overcurrent AND earth-leakage relays are both mandatory.
- The load calculation must be presented in URA's format: quantity x watts x load factor x diversity factor, VA = W / power factor, feeder amps at 230/400 V 50 Hz.
URA publishes no Maldives wiring code and no plumbing code. Detailed technical design therefore imports international practice - IEC / BS 7671 for wiring at 230/400 V 50 Hz. Building-side fire, egress and sanitary provision sits with the building authority, not URA. Licensing is part of MEP scope here: gensets, desalination plants and waste facilities need operating licences, not just design approval. No utility design is complete until the licence path is stated.

Ceiling and electricalReflected ceiling plans give four spotlight types (1W, 3W, 5W 3000K and 10W white), a dimmable 2800K LED striplight in perimeter coves running 18-62 m per villa, two ceiling-mounted exhaust vents per villa, wall lamps, wall-mounted TVs and socket outlets on the bedroom elevations.
Plant spaceA dedicated MEP room of 3.14 m2 in A09, A10 and A12; a service room of 5.68 m2 in A11. That is the only space allocated for services in the whole set.

REGULATORY POSITION
Utility work in the Maldives is regulated by URA - the Utility Regulatory Authority. Design approval, operator licensing and as-built submission are part of MEP scope here, not an afterthought. Eleven approval items apply to this scope and are set out on the URA Approvals sheet. Every drawing and single line diagram must carry the name, licence number and signature of a URA-licensed engineer.
The most commonly missed point: the panel submission (ENE01) is triggered at a main incomer of 63 A or above, and URA enforces specific numeric rules on it - connected load at or below 80% of the incomer trip, busbar at least 125% of the incomer, CT primary not exceeding the trip rating, four-pole breakers with multiple sources, and both overcurrent and earth-leakage relays. A design that ignores these will be rejected.
WHAT THIS SCHEDULE CANNOT TELL YOU
- Quantities. Cable lengths, pipe runs, fixture counts beyond the sanitary ware, equipment capacities and plant sizes all need a services design. None exists.
- Loads. There is no load schedule, so the incomer size, the submain to each villa and therefore the ENE01 trigger cannot be confirmed.
- The four decisions above. Until AC type, hot water type, water-villa foul drainage and pool plant location are settled, large parts of this schedule are placeholders.
- Anything about the resort-wide infrastructure - desalination capacity, generator sizing, sewage treatment, the walkway services corridor - which sits outside the villa drawings entirely.
